it refers to a cgi script that will tell you all the services running on the server holding the page on the specified page |

it only works on a certain type of server, there is plenty of documentation on this xplois you may want to just try a search engine, also if it is not working for you and the page is on a supposedly vulnerable server then the xploit is probably guarded against |
